Overview
Substance misuse involves the inappropriate use of legal substances—such as alcohol, tobacco, or prescription medications—as well as the use of illegal drugs like cocaine, methamphetamine, and heroin (APHA, 2025). It can harm physical, mental, and social well-being, leading to serious consequences such as addiction, drug-related violence, overdoses, and alcohol-related car accidents.
Youth substance use is especially concerning due to its effects on the developing brain, particularly in areas responsible for decision-making, impulse control, and emotional regulation. Research shows that adolescents who begin using substances are at a higher risk of developing substance use disorders later in life.
Goal
Four substance use behaviors are included in the Community Health Index.
